WASET an absolutely criminal organization works as follows:  They copy-paste names of legitimate conferences and create fake, spurious, counterfeit conferences with the same titles, same acronyms and same committess. They cheat the academicians when they search for a particular conference via google. Hundreds of scholars went to a fake, false conference of WASET instead of attending the genuine one (You see same titles, same committees, same acronyms, for instance in 2013 two ICANN were held, the genuine and the fake).
WASET owner, a teacher in Mathematics in secondary school is called Cemal Ardil. How can a person without Ph.D. run 3500 conferences per year.

Some Complaints that you can find on the web
Is WASET a fraud whose victims keep silent? 
After a paper I submitted to the August 2010 WASET (World Academy of Science, Engineering and Technology) conference in Singapore was accepted for presentation and publication,  I began to suspect that WASET is a fraud.  To my surprise,  before mid-June 2010, repeated google searches for waset resulted in no negative comments against WASET, save for one web site I could not take seriously.   I will explain later why I suspected WASET a fraud.

I decided not to pay the $450 Euros registration fee until I received an email from ale...@waset.org, stating

I was not impressed with the conference program.  But it changed my mind about not registering because it appeared to show some real people presenting papers.  I am a University of San Diego professor.  I submitted a paper to WASET August 2010  Singapore conference because I will be in Asia at that time.  I had invested a significant amount of time with WASET after I made a decision to submit paper to it, and made my paper conform to its required layout, format and style.   If I had made a mistake, let me bite the bullet.

As a prerequisite to register online, I needed to wire 450 Euros to an account in Dubai, United Arab Emirate.  This felt more like paying a ransom than paying for a conference.   Why couldn't WASET accept a credit card, like anyone else? Worse, my bank charged me $35 for the international wiring. 

Interesting, yet most unpleasant things began to happen after I wired the 450 Euros. Here is a summary

To date, I sent more than fifteen requests to WASET  for help.  They ignored most of them.   When they did respond,  they wanted me to try http://www.waset.org/author.php again and again.

In this message, Brojack, Secretariat assured me that I had finally registered.  But her/his next message asked me to try http://www.waset.org/author.php again, even though I complained repeatedly that this registration page always failed with  the same error message.

Finally, I wrote B. Brojack, Secretariat of WASET, for either straightening out my registration impasse, or else refunding my 450 Euros.   No response!

To summarize, I wired 450 Euros to an account in Dubai, UAE to pay for the registration fee for a WASET conference in Singapore.  I was instructed to register for the conference online at http://www.waset.org/author.php, which always failed. I wrote WASET to request for help. They ignored me.  I asked for refund, they also ignored.  

(Cemal Ardil is on a par with  another academic thug, the notorious Jeffrey Beall: Really, how can Mr. Jeffrey Beall, a simple librarian, a person without M.Sc. and without Ph.D. to evaluate more than 500 Publishers and put Publishers with  journals indexed in Web of Knowledge, ISI, DBLP, IET in in his notorious black list?)

Comments: One may not believe if such a coincidence could ever happen. I read your blog today which you posted in 2012, and it saved me 450 Euro. I think I am also fooled by WASET. I received acceptance of my abstract for the ICGSH 2013 conference held in Kualalumpur, August 22-23, 2013.http://www.waset.org/conferences/2013/kualalumpur/icgsh/. While I was corresponding with the organizers, I didn't have a clue that they were fake. They seemed professional in corresponding on emails and assisted me whenever I raised query. I was also provided with the invitation letter to the conference which served as the basis of retrieving Malaysian Visa. Before making bookings to the hotel they mentioned as a conference venue, I confirmed if this conference is happening as scheduled and the answer I received was yes. Will you believe that it was the internationally accredited hotel in Kualalumpur, Pacific Regency Hotel Suites. I booked the hotel, I got my visa, I had tickets in my hand, the only thing I was left with was the conference registration fees, which took me long to process as the procedure was difficult to carry out through Western Union. Finally, today when I decided to make the payment, God knows what made me log into the website of the conference to retrieve the details of the payment for my own reference to take it to bank. And when I typed WASET CONFERENCE 2013, the Google search engine opened up the suggested link on WASET CONFERENCE FAKE, and I don't know what made me click that option. What I found was your post. My search about the WASET being fake began from there and guess what I found these links highlighting how organized this whole scam is. 

An anonymous commentor reported bribery in DBLP. So, DBLP is a questionable service at least.

In the beggining we did not believe it, and we refused to publish the comment.

We could not believe and we do not believe that DBLP is a scam. But the whole operation and the whole project DBLP is strange, because we made several phone calls to various friends and they told us that if you have good relations and friendship with Michael ley, the owner of DBLP, then no problem for you to index your conference or journal in DBLP.
So, after serious and in-depth study, we made the conclusion to publish this comment of "Mohamed Mostafa (Esmati)". It seems to us now that DBLP is not fake, is not bogus, but DBLP is questionable service at least.

My name is Mohamed Mostafa (Esmati) - now a retired IT/CS/MIS lecturer formerly at Ain Shams University. I now have a startup company in Cairo with offices in UAE. ICICIS (The 4th International Conference on Intelligent Computing and Information Systems) approached Michael Ley asking him to consider including its proceedings into DBLP. 

To make the long story short, the ICICIS was told that the cost of including the proceedings into DBLP would be 5,000 Euros (Yes, 5,000 Euros). Although, ICICIS had not budgeted for such a high cost, they did come up with the money. Michael Ley was insisting that this fee should be given to him in CASH! This was very odd! Since, at the time, I was spending two weeks in Koblenz/Germany, ICICIS committee asked me to see Michael Ley in order to give him the 5,000 Euros. 

I called Michael Ley. He asked me to meet with him near a place known as Franco's Tower in Trier. I met him on June 9, 2009 on Tuesday (I remember the date because it was my daughter's birthday on that day). We met. I felt like a drug dealer because when I saw him, he asked me for the money. In politely introduced myself to him. He had no interest in who I was. I asked him if he could give a discount since Egypt (conference venue) is a developing country. 

He was very rude and his comment was very degrading to me. He said, we are in Germany, we ARE NOT in Pakistan, Egypt, India, ... "why do you people always ask for discount?". Then he said if ICICIS would want its proceedings to be included, then I would need to give him the agreed 5,000 Euros. I felt that he was very rude and unprofessional. I gave him the money that he asked for and left. I December 2010, I was attending a conference in India (Bangalore). I was chit-chatting about my experience with Michael Ley and DBLP. I was conversing with a bunch of people who were at the same table (lunching). Two individuals at the table told me that they were also asked to give Michael Ley cash for DBLP inclusion of the proceedings that they had edited and they decided NOT TO. One individual said that what Michael Ley was doing was illegal. He said that if it was not illegal, then why wouldn't he accept checks or wire transfer?! Anyhow, after that day, I did hear from at least 5 others that they have had similar experiences with Michael Ley (asking for CASH) for DBLP. I realized (and am confident) that what Michael Ley is (or had been) doing is illegal. I wanted to inform the community sooner but I was affiliated with a university till recentlly and did not wish to get my university involved. But since I am now retired and I am my own boss, I thought that I inform the community about all this. 

 The interesting thing is that Michael Ley seems to ask money mainly from conferences whose venues are in developing countries. Also, he does not seem to ask for money from IEEE, ACM, or other associations who have many members. In fact, more people have told me that they did not have to pay any money to Michael Ley for DBLP inclusion but these people were all associated with IEEE or ACM conferences. So it appears that Michael Ley is either scared of IEEE and ACM or he has made a multi-year arrangements with them.) This may be a coincidence: but a couple of years ago, the DBLP inclusion process and its management were assigned to a committee. May be Michael Ley's university (Trier) was told about examples of cash changing hands and so the DBLP management was changed as teh result). In view of many, DBLP is now a redundant service. It does not offer any extra when compared to Google Scholar and other citation engines. I also believe the cost of inclusion into DBLP should not be in CASH. This is wrong and I would not be surprised to hear that all the cash received by Michael Ley were never reported to DBLP nor to Trier University. Suggestion to the NEW committee of DBLP: it is fine to charge people but the main reason for inclusion of proceedings into DBLP should be the quality of the papers. Thank you all for listening.  I recently made an inquiry to Jeffrey Beall (the Denver, USA librarian who runs a webpage where he slanders and insults about 500 publishing houses), whether he, Jeffrey Beall himself, has the ability to solve the simple math equation 5x+3 = 0. 

Jeffrey Beall replied to my first email, that he has never studied even the simplest form of Math. Meaning that he doesn’t know what “equation” means (he has never even seen equations like 5x+3 = 0, 3x*x + 7x -4 =0 etc), neither does he know what “Derivative” or “Integral” mean. 

Jeffrey Beall told me that he has a Bachelor in Spanish and English language. This of course didn’t stop him blacklisting hundreds of houses that publish Math, Physics, Computer Science, Engineering, Economics, Biology, Chemistry, Earth Sciences, Space Science etc Journals. That from a man who isn’t even able to solve the simple equation 5x+3 = 0, and who doesn’t know what Derivative or Integral mean. 

Recently, Jeffrey Beall included in his “black list” an old, big Academic Publishing House, with several, historic Journals in Math, Physics, Computer Science, Engineering, Economics (some of which have been indexed in ISI and SCOPUS), and that because, according to Jeffrey Beal, they had copied the… Maxwell Equations from a 2007 article. 

Obviously, since Jeffrey Beall doesn’t know how to solve the equation 5x+3 = 0, and since he doesn’t know what Derivative and Integral mean, he has zero knowledge when it comes to Electricity or Physics and has never seen the Maxwell Equations (not even in their most basic form). 

As expected from somebody who is entirely clueless regarding even elementary Math and Physics, he considered the Maxwell Equations found in the Journal to be plagiarized… from a 2007 paper. 

With a Bachelor in Spanish and English in his CV, Jeffrey Beall passes judgment even to Medicine, Biology, Chemistry etc Journals and articles, while he is fully aware that he’s never attended a University course on which nucleotides make up the DNA molecule, he’s never heard what enzyme, catalysis, proteins etc are, and if one asks him what pH is, he’ll be completely ignorant. 

However, in his bizarre blog, this person has declared himself a critic of everyone and everything. He blacklists publishing houses (many of which having journals and conferences indexed in ISI, SCOPUS, Compendex, ACM etc), he includes stand-alone journals in “black lists”, slanders Editors-in-Chief, Authors etc. Of course he does all that selectively, following a certain logic of his, which will be analyzed below. 
In a later email that I sent him, I asked him to comment on why he includes a small publishing house in his black list because “they copied Maxwell’s Equations from a 2007 paper” (poor Jeffrey Beall doesn’t know that Maxwell’s Equations are taught in Universities’ first year elementary physics), while at the same time he excludes IEEE, who have over 85 SCIgen machine-generated fake conference papers published and indexed.

He also didn’t respond to the question why he didn’t include Elsevier in his black list, who were revealed to have been publishing 6 Medical Journals between 2000 and 2005 with fake articles and studies, that were funded by pharmaceutical companies, in order to scientifically prove that their products were superior to their competitors’. In a third email I asked him where his moral and academic responsibility stands, since if due to him including some publishing houses in black lists, those houses reduce or cease their activity (due to his immoral slandering), hundreds of jobs will be lost and families will end up in the street. Naturally, despite my repeated emails, Jeffrey Beall never replied. 

There are also rumors on the internet that some publishing houses, like Hindawi and Elsevier, pay Jeffrey Beall on a yearly basis in order not to be included in his black list. This looks like heavy taxing that the publisher is asked to pay annually to Jeffrey Beall, and, as we’ll see below, part of this tax ends up in the Denver University funds. 

Actually, Hindawi was in Jeffrey Beall’s black list a year ago. Then, after negotiations, Jeffrey Beall placed them in a watching list (i.e. an “under observation” list), and eventually completely removed them. 

Just like Jeffrey Beall himself mentioned in his blog, Hindawi’s people visited him in Denver and offered him “explanations”. After that, Jeffrey Beall gradually removed Hindawi from his black list. 
Why, Mr. Jeffrey Beall, did you agree to meet with Hindawi’s representatives in your office in Denver, when Hindawi was black listed? What did you talk about, Mr. Jeffrey Beall? Hindawi, as mentioned on their website, has an annual turnover of $6 million. 

Couldn’t they use part of that money to pay off Jeffrey Beall? 

Furthermore, in his blog, Jeffrey Beall has posted a photo of Hindawi’s headquarters, which he calls “House of Spam”. So, Mr. Jeffrey Beall, why isn’t Hindawi in your black list, when among your fundamental black listing reasons, like you mention in your blog, is spam? 

Having read all that, you can draw your own conclusions on who Jeffrey Beall is and what his real motives behind his publishing house and scientific organization black listing blog are. Houses and Organizations that Jeffrey Beall calls “Predatory Publishers”. 

Maybe it’s time to talk about Predatory Librarians, Mr. Jeffrey Beall. About librarians who target Open Access Journals, especially because the open, online PDF policy deprives librarians (like Jeffrey Beall) from the possibility of receiving kickbacks from publishing houses. 

To those who are not aware, it is known that several publishing houses paid- and pay-off librarians (like Jeffrey Beall), in order to get their libraries to subscribe to those houses. 

Meaning that, in order for a certain University, Research Center, Company to buy some books or subscribe to some journals, it is common knowledge that librarians receive money under the table from the respective publishing houses. It is therefore natural and understandable for this kind of librarians (Jeffrey Beall, for instance) to fight Open Access Journals and Open Access Publishing Houses, since they 
a) lose their kickbacks, 
b) lose their power and influence in the library, as well as the University. 

I’ve saved all my email exchange with Jeffrey Beall, along with their headers/source code, and I will soon upload them to various websites. I need everyone’s help though, by sending me emails (to the email address found at the bottom) and exchanging information on Jeffrey Beall’s scandalous behavior. 

And one last question to Jeffrey Beall: How can a librarian WITHOUT a Ph.D. be an Assistant Professor at the University of Denver, Mr. Jeffrey Beall? 

Could it be that Jeffrey Beall bribed older professors, using the abundance of money that he is said to possess? 

Could it be that Jeffrey Beall threatened that if they don’t vote for him, he’ll include all journals where they have papers published in his black list, and slander them on the internet? 

Or is it that they were so much impressed by his research? Actually, Mr. Jeffrey Beall, what is your scientific research? Your scientific research as a “real scientist” that is, Mr. Jeffrey Beall. What publications do you have, besides slandering, insulting and discredit hundreds of scientific organizations and publishing houses? What do you teach at the University of Denver Mr. Jeffrey Beall? 

Is there really any course (real scientific course) that you can teach, Mr. Jeffrey Beall, besides calling publishing houses and scientific organizations “predatory”? 

 It doesn’t look like it, Mr. Jeffrey Beall. No matter how hard we looked, we didn’t find any courses taught by you at the University of Denver. 

Neither on your personal webpage, Mr. Jeffrey Beall, nor on your money-making blog, nor even on the University of Denver website is there any mention about courses taught by you. 

So, since you do absolutely no scientific research, and you don’t even teach pre-graduate or post-graduate students, what is your role at the University of Denver, Mr. Jeffrey Beall? 

Does the University of Denver pay you a salary, Mr. Jeffrey Beall, or do you pay the University to let you bear the title of Assistant Professor? 

A title that you really do not deserve, as you have no Ph.D., no actual research work and do no teaching whatsoever. It is a shame for the University of Denver to have professors like you, Jeffrey Beall. 

Or is running a blog that slanders everyone and everything considered scientific research? 

It most certainly is not, Mr. Jeffrey Beall. 

Could it be, however, an applied money-making project for you and your university, Mr. Jeffrey Beall? 

 (By the way, why should a small publishing house from some place in India, which cannot attract papers, nor editorial board members, from western universities, be in your black list Mr. Jeffrey Beall? In this case, you should also black list all non-US and non-European universities. Of course there exist first-rate universities, like Harvard, MIT, Berkeley, Cambridge. Should all other universities be in a black list? Is this your logic “Professor” Beall? Furthermore, you condemn any new publishing house, as it is natural for them to not have papers and not be indexed as soon as they launch, but has to deal with you, who, like a vulture, immediately includes them in your black list for those reasons.) 

I would greatly appreciate your response, Mr. Jeffrey Beal. And I would also appreciate feedback from anyone who agrees with me. 

My aim is to create a network of true scientists and expose “Professor”, “Academic Teacher” and, above all, “Researcher” Jeffrey Beall (this science jack-of-all-trades, who doesn’t know a first-degree algebraic equation, derivatives, integrals, elementary Physics and Chemistry laws, etc)

120 Fake Scigen Papers in IEEE and Springer Verlag

Springer and IEEE will be removing more than 120 papers from their subscription services after a researcher found they were computer-generated gibberish.
For a layperson, looking at scientific papers can be an exercise in humility. We know most of those words, and surely they make sense in some capacity, but high concept research uses, by necessity, some very complicated language.
Apparently not even the publishers of these papers are as adept as we thought at gauging their meaning, as the work of one researcher reveals. Computer scientist Cyril Labbé of Joseph Fourier University in Grenoble, France, spent two years examining published research papers, and found that computer-generated papers made it into more than 30 conferences, and over 120 have been published by academic publishing houses — over 100 by the the Institute of Electrical and Electronic Engineers (IEEE) and 16 by Springer.
The papers were generated by a piece of free software called SCIgen, developed in 2005 by scientists at MIT. SCIgen randomly generates nonsense papers, complete with graphs, diagrams and citations, and its purpose was to demonstrate how easily conferences accept meaningless submissions.
Labbé, who has built a website that allows users to check whether a paper was generated using the program, said he did not know why the papers had been submitted. Most of the conferences took place in China, and many of the papers named real authors, some of whom may or may not have known their names were being used in this way. One author claimed he had created the paper to test a conference.
Both publishing houses have pulled the papers in question, although some issues remain. Ruth Springer, UK head of communications for Springer, is running into issues trying to contact the authors, and noted that the conferences in question were, in fact, peer reviewed, which casts a bad light on the current processes. IEEE, however, declined to comment.

The email was typical fake-scientific-conference-in-China spam: "we courteously invite you to deliver a Plenary Speech" as a "leading authority" in a field where I have no expertise. I've gotten several of these from "BIT Life Sciences."
This time, though, IEEE, a (formerly?) respectable engineering organization, was listed as a sponsor. I assumed the scam was using IEEE's name without permission, but the "6th International Conference on Bioinformatics and Biomedical Engineering " is actually listed on the IEEE web site. Apparently, IEEE has been involved in many fake conferences, which have, for example, accepted papers that are computer-generated garbage. Sad.
Not all conferences in China are fake -- I went to one a few years ago that was excellent, and am scheduled to speak at another -- and fake conferences are presumably held in other countries as well. China does seem to be afflicted with more than its share, though. Maybe it's harder to sue there, or something.
UPDATE -- someone left a comment with links to a blog suggesting that IEEE sponsors many fake conferences. Unfortunately, I had to delete the comment, because it linked to a blog attributing my concerns to "The University of Minnesota." The views presented here are my own, and not official positions of the university.

These conferences are organized by the "Mediterranean Control Association"
However, this "Association" is a Company based in USA by a Greek Professor.
We sent them two papers describing the equipment of our laboratory.
We copied the manual of Inverted Pendulum and we got the acceptance letter after
some days. So, for sure include in your fake conferences list the

All the IEEE Conferences (organized by IEEE itselfor sponsored or co-sponsored or technically cosponsored by IEEE) are fake, junk, garbage, bogus, scam conferences.
Some of these conferences run only in the 1st or the 1st and 2nd day only and then they close. Obviously they try to save money from their hotel financial obligations.
IEEE, ACM, ASME and SIAM Conferences evaluate only the Abstract of the papers, even for the conferences that they claim evaluation on the full text.
So, IEEE, ACM, ASME, SIAM, WORLDCOMP etc...
have numerous times accepted and published SCIgen (automatically generated texts). Only for the IEEE, the Central Administration of IEEE found 1100 Conferences with fake, SCIgen papers.

I participated in many IEEE Conferences in Malaysia and Singapore. I published 8 common papers and I had never received any comment, any remark, any question from IEEE, except sometime in 2011, that I got some minor remark about the format of my paper. These IEEE Conferences in Malaysia and Singapore are of dubious quality and maybe they are good schemes for making money for their organizers. We call them bogus, fake.

ATG Article of the Week: “Publishers withdraw more than 120 gibberish papers”


Written by Richard Van Noorden and posted on the Nature website “Publishers withdraw more than 120 gibberish papers” spotlights the efforts of  Cyril Labbé of Joseph Fourier University in Grenoble, France, who has uncovered “computer-generated papers that made it into more than 30 published conference proceedings between 2008 and 2013.”
These “nonsense papers” are created by freely available software called SCIgen which “was invented in 2005 by researchers at the Massachusetts Institute of Technology (MIT) in Cambridge to prove that conferences would accept meaningless papers.”  These MIT researchers have had their contention reinforced as 120 papers previously accepted for publication in a number of conference proceedings have been removed.  After being informed by Mr. Labbé, who has created a website to detect SCIgen produced papers, science publisher Springer removed 16 papers from its publications and the Institute of Electrical and Electronic Engineers removed more than 100 from it’s published proceedings.
The article goes on to point out that this incident is only one in a long line of successful efforts in “getting spoof papers accepted in conferences or by journals to reveal weaknesses in academic quality controls.”  The proceedings where the SCIgen articles were accepted claim to be peer reviewed and these problems only add to the mounting evidence that the peer review process may be in serious need of tightening

This is annoying. World Scientific Publishing (Singapore) and Imperial College Press (Singapore) are two companies of the same owners seeking for easy profit and easy money from dupes (innocent or not so innocent scholars).

1. They are commercial enterprizes and no scientific societies

2. They publish thousand volumes of Junk conferences every year without review and without quality control

3. They charge 1750 - 2500 USD per paper for their Open Access Journals

4. They have a good number of Journals without editor-in-chief

5. They claim that they have a number of Nobel Laureates in their Editorial Boards, but they are actually without their knowledge and without their permision

7. "Imperial College Press" was several years ago the Publisher of the Imperial College of the University of London. Now, it is simply a Brand of World Scientific Publishing (they bought it). So, World Scientific Publishing uses now the name of IMPERIAL COLLEGE

Over the past two years, computer scientist Cyril Labbé of Joseph Fourier University in Grenoble, France, has catalogued computer-generated papers that made it into more than 30 published conference proceedings between 2008 and 2013. Sixteen appeared in publications by Springer, which is headquartered in Heidelberg, Germany, and more than 100 were published by the Institute of Electrical and Electronic Engineers (IEEE), based in New York. Both publishers, which were privately informed by Labbé, say that they are now removing the papers.Labbé emphasizes that the nonsense computer science papers all appeared in subscription offerings. In his view, there is little evidence that open-access publishers — which charge fees to publish manuscripts — necessarily have less stringent peer review than subscription publishers.

We don’t know what will happen in the case of Springer, but there’s a line in the story about what IEEE have done: ‘the web pages for the removed articles give no explanation for their absence.’

As you can see, it just says ‘page not found’. (Although, this paper still has a DOI and is indexed in Scopus, last I checked).
If all the papers are treated like that, then none of these show up as retractions. They simply vanish. Then again, they are entirely worthless nonsense

More fake-scientific-conference spam from BIT Life Sciences

Would you pay to go to a fake "scientific conference" in China where speakers were invited at random? What if the scientists they list as speakers hadn't actually agreed to speak? That seems to be the business model of BIT Life Sciences. For example, "Knut Buttnase" got invited to chair a session based on an abstract and CV that were obviously fake.
They're getting more sophisticated, though. They're still inviting me to speak on topics I know nothing about -- "Fungal Bioenergy", most recently -- but their software now inserts the title of a recent paper into the email. 
"Since we have learnt that you are making valuable contributions to INSERT TITLE HERE, your unique inspirational message will be the perfect way to kick off the congress."
I guess the idea is that, if 5% of the people they email have some connection to the conference topic, some of those people will be fooled into signing up. But that might not work, for people who have already received lots of spam from them. Also, anyone who Googles "BIT Life Sciences" would hesitate to send them money. So I predict that their next move will be to change their name.
They are listing some real scientists as speakers. Apparently they've done that in the past, without bothering to make sure the claimed speakers were in the right field. The speakers they're listing now look OK, but the one I checked with emails that:
"I didn't agree to speak, after they invited me I declined citing lack of funds to justify such a trip and they offered to waive the conference fee [maybe they get kickbacks from the hotel? -- Ford] only so I said no. I guess I should ask them to take my name of their list."
I'll update this post if they actually remove his name. If not, they're not only spammers, but guilty of fraud.
